SEELEY, FRANK CAMPBELL Age 82, of Riverside, CA., passed away on 05/21/2006 due to natural causes at the Riverside Community Care & Rehab. Frank was born on 11/11/1923 in Denver, Colorado. He worked for Riverside County as an Asst. Assessor from 1963-1970 and Assessor from 1970-1990. Frank served in the U.S. Marine Corps from 1943-1946. He earned his BA in government history and economics at Pomona College in 1944 and his J.D. at Yale in 1950. He was a member of Riverside Rotary Club serving as president from 1984-1985, Toastmasters #1348, High Twelve, President California Assoc. of Assessors, Calvary Presbyterian Church and Chairman of Riverside County American Red Cross. He banned smoking from the work area long before it was popular. He was known to maintain a work place striving for integrity and fairness. He and Murlene traveled to 200 countries in the world. He read extensively. He was thoughtful and helpful on any occasion. He will be missed by his family, co-workers and the many who considered him a valued friend. Frank is survived by his wife, Murlene W. Seeley; 2 daughters, Robin J. Seeley, Alameda, CA., Elizabeth Seeley Downs, Tustin Ranch, CA; 1 grandchild, Philip G. Jouriles. He was preceded in death by his daughter, Anne M. Seeley and his parents Frank L. Seeley and Evelyn Campbell Seeley. Memorial Service Sat., June 3, 10:30am at Acheson & Graham Chapel. Frank C. Seeley, longtime assessor, was 'real gentleman'

A memorial service for Riverside County's longest-serving assessor will be held today in Riverside.

Frank Campbell Seeley was Riverside County Assessor between 1970 and 1990. He died of natural causes May21. Mr. Seeley was 82.

Services are scheduled for 10:30 a.m. at Acheson & Graham Garden of Prayer Mortuary, 7944 Magnolia Avenue.

Mr. Seeley led the county through one of the most tumultuous eras in state property-tax reform with the 1978 passage of Prop. 13.

"Mr. Seeley was a lot of what our office is about today - honesty and professionalism," said Assessor Larry Ward, who started with the department in 1977.

Ward said his former boss was a tall, quiet-spoken man who stood behind his employees and never lost his cool.

"A real gentleman," Ward said.

Mr. Seeley, a Marine Corps veteran of World War II, came to Riverside County as assistant assessor in 1963.

His wife of 53 years, Murlene Seeley, said they had a happy life together and traveled to more than 200 countries during their marriage.

"He was most unusual. He was never cross or angry. That was his legacy. He was so decent. He always tried to make things right, to correct problems," she said.

Mr. Seeley stayed active in community organizations including a Toastmasters group and the Riverside Rotary Club, she said.

In addition to his wife, he is survived by two daughters, Robin Seeley of Alameda and Elizabeth Downs of Tustin Ranch. His daughter Anne Seeley preceded him in death.

Instead of flowers, the family suggests memorial contributions be made to Pomona College or the Riverside Rotary Club.
